You can choose, but it has to be in the city for the sake of plot.

Everyone knows about it. However the reaction to magic is completely different from nation to nation.

What kind of wishes can he give? On a scale from summoning an Ice cream to declaring someone Archmage of the entire college what are the wishes power level?

After about $1,000 it's all counterfeit. And making one an Archmage would probably take so much life it would basically be suicide.
