If we galloped, and keep in mind I've put my house at the tip of the little spur of land just south of the Steel rangers and that we've been trotting casually for some time, could we make it to Moon Tower?

Look up Hiram M. Chittenden Locks. They're almost directly south of Steel Ranger territory on the RP map.

There's the Blackhound's tunnels under the river, but only the mad, insane or the Blackhounds use them.

Nope, the Tolltakers bridge is the only bridge that's standing. The locks are way out of the way and (as said before) guarded by a manticore on the northern side. They also aren't a bridge and LL hasn't said anything against them when I asked him about if they were ok.
