Can someone summarise the political affairs taking place in Cold Harbour?

Zeus quickly kicked away the grenade that the scarred man threw at him and the winged man, sending it flying perfectly through the window of a nearby car which then promptly exploded. And then Savior showed up and touched the scarred man's head, instantly knocking him out. Somehow Zeus felt wronged by this, as if the angel had ruined an opportunity for an interesting little fight by doing that. While the winged man and Savior started babbling on about something related to fallen tiste horas and posturing, he walked over to the unconscious form of the scarred man.

After a moment of observation he knelt next to the man and grabbed him by the neck. A faint spiderweb of black lines spread out under the man's skin, originating from where Zeus had grabbed him but fading away after a few moments. Then he slammed the man's head into the pavement hard enough to form a small dent in the ground. Unless the scarred man was a particularly resilient person he would soon be overcome by the infection Zeus had placed in him to become an obedient drone in Zeus' service.

"That should take care of him," he said with a satisfied grin as he headed over to Damien. "You alright, kid?" he asked when he reached him.

Unless Savior takes the Scarred Man away...

I was poking fun at people who misspell the names of my character. Zues and Strum, instead of the proper Zeus and Sturm.

Can someone summarise the political affairs taking place in Cold Harbour?

I can try,

Cold Harbor became a hold out of resistance after the SLF (Super Liberation Front) overthrew the order. The leaders the city, the Oligarchs as they have come to be called, refused to step down from power forcing the SLF to remove them forcefully. For some reason the SLF decided to turn Cold Harbor into an experiment to see if Democracy, after decades of Tyrrany could survive. They held a single party election which brought Mayor Samuals into power. As a year passed and 2018 came into play factions in the government formed parties. The two major parties are the Whig and the Unity party.

The Order had in place several economic standings, regulations that were no more. Causing unions to rise in response to the free industry that has allowed companies from the days of the Order to do as they please. Under Mayor Samuals some moral legislation was enforces (ban on prostitution and gambling for example) though the economy remained untouched for the most part.

Cold Harbor has been trying either to join New America (Whig party) or to gain recognition as an independent state (everyone else). While an Envoy (Agent Strum) flew in from Franco-Germany to establish an embassy in the city the Town hall was attacked.

After the attack on the town hall, which devastated the government Samuals stepped down from office forcing the Unity and Whig party to put forward their candidates early.

Other factors in play are vigilantes (like Night Owl), integration of supers into society (dealing with the scars left by the Order's propaganda), education (or SLF propaganda if you like as, according the order which has ruled for years most of what the SLF says is true (like America) never happened), and a Genetic Database to make crime solving easier, and predict super powers.

It's the best I can think of to describe it at the moment.

I would suggest looking up Super Liberation Front, the Order, Cold Harbor, Unity Party, Whig Party, and the candidates on the wiki site. Viewing them together should give a clearer image of the situation.

It can be gathered by the state of the world that the Order began it's rise to power at least 200 years before the events of Book One: Dark Times.
