That's impossible; you are telling me you have nearly 25% o your population in two single cities?
That would be like China's capital having a population of 300 million, or the USA's largest city having 50 million. It can't work, especially not in these ages when approximately 8 people had to work as farmers to produce food for 1 person to do something else. I think that ratio might be a bit better considering all our development though.
Point is, until the middle ages, the only cities with over 1 million were a couple in China, Rome, and Constantinople; e.g. the greatest cities on earth, in the most populous countries, with the most trade, etc. etc. etc.

Cities would realistically be very small, since 95% of a national in the medieval age would be dependant on agricultural, something that's difficuit in a urban setting.
Only reason Rome got so big, was because it was a Western-Europe spanning Empire with ( relatively ) advanced tech, and they still had problems.
