You can travel the ocean that way. The Hudson Bay of Canada is blocked by icebergs in winter, hence the lack of resources. If you look at the map, you have to go a lot towards to north to get into the Bay.
You can bring resources easier, but it's still very cold. No large settlements.

You're relatively in the middle of Siberia. I'd say not. But how about you choose a forte? Something your nation can rival others at. Military, exploration, inventions, etc. And the rest remain a bit behind.
I'd let you catch up in the future, but you'll need to stay a bit for that.

I'll probably be focusing on invention and, later in the game, philosophy. Neutral nation + Pan-European war = all the geniuses in my country.
