The colonization limit is separate, and depends on other stuff. You can have more territory if you claim in different places, and it mostly depends on your imperial power (How can you fund the colonization of all of Brazil? Are you a rich empire like Ardo or Neo, or are you a small nation like Iceland or Montenegro? Think of how much the latter two would colonize if they were claimed.).
Think the United States in 1800. They had plenty of land that had been given to them, but had not settled it yet, the majority of my 1800's will be settling and building infrastructure, while business deals simultaneously.
