Also there is a reason why you can't have Taiwan. IT has something to do with North Vietnam.

I don't want Taiwan, now that I can focus on naval technologies to maintain a strong and big navy. But not very big as we don't have many funds, although we can divert some from the army to navy.

You should probably establish a trade or military mission to Spain.
