Llamas, I've been trading and having diplomatic relations with Egypt, Syria, Greece and Macedonia for awhile. For a thousand years actually. I absorbed Crete and Cyprus though, but the rest are allies. None of us are naval based though. And Alexander the Great had trebuchets and ballistae on his flagships, WAIT! not trebuchets! I'm stupid, but yeah, they had mangonels and ballistae on them.

Nobody may randomly call upon allies, unless you have been specifically and focusedly been developing relations with them for some time. And remember, they will not be countries; merely tribes, quite small, perhaps city-states at most.

Fireworks are no guns. Japan doesn't has the technology yet. Maybe the guns will appear on late 15th century.
