The true origins of the Void People are unknown. Several species have died out over the millennia, anyone of which could be the ancestors of this terrifying race. The Void People themselves only remember that in the final days of their civilization, their scientists created an artificial black hole called the Void. This Void became the only safe refuge against the coming apocalypse.
Protected by a stable gravity bubble just inside the Void’s event horizon, the Void People have built a utopian city of boundless beauty. They can never leave, but no one can ever threaten them either. Their only concern now is luxury. They love music and art. Through genetic engineering, they’ve transformed their own bodies into artwork, making themselves delicate, tall creatures with slender arms and long, nimble fingers.
A series of equations known as the pilot codes allow the Void People to shift their black hole’s mass, moving it through space. The warped light rays that enter the black hole let them see the outside universe, enabling them to maneuver the Void toward planets rich in whatever resources they desire. Whether or not those planets are populated is of little concern.
The Void People do not wage war with lasers or missiles. They don’t need fleets of starships. They merely approach a planet and let the Void’s gravitational forces rip it apart. There is no possible defense. As matter crosses the event horizon, the Void People collect what they need and let the rest plummet into the heart of the singularity. The Void People grow wealthier, their black hole grows larger, and they become even more dangerous.
At times, the Void People show mercy. They use tachyon beams to project holographic images of themselves into the outside universe. These images appear as hazy, dark figures: shadows cast without light. The Void People make their demands, asking for so many million kilograms of carbon or silicon or iron. If their demands are met, they go in peace. If not, they annihilate whatever civilization was foolish enough to refuse them.
But this is not a hopeless story. Over time the Void People have begun to enjoy the universe giving bits of their advance technologies, to those who deserve them watching events unfold.

Well that was kinda the point of the speech... To announce that only Illium style indentured servitude would be allowed within the boarders of the Hegemony, and to order pirate ships fired upon by all Batarian ships
