You need to realize that the US army only has like 6,300 tanks, and most of them are NOT in California and Nevada.

Please think about the logistics of everything.
People need to be trained, equipment and supplies manufactured, resources purchased for said manufacturing, everything needs to be moved. This takes time and effort, as well as hundreds of millions of dollars.
