That is not entirely true. I know a lot about aviation, and when you make your first flight, technology inside the plane is still being developed. You still need to test the engine, airframe, and controls, and work out all the bugs. Actually, the first F-15B was produced in 1974. I knew that, but you'll find the first flight, that being the first flight of the final design not prototypes, was 1972. That means the design was ready for production by 1972 and, if the US had been able to simply order production rather than haggle with external companies, could have started production immediately. My air force would only have perhaps one squadron by now, but more are being built.

That reason is increased by copyright, finding manufacturers, etc. that exists in a capitalist world and you can see that, still factoring in finding a manufacturer, that they could produce the first plane within two years of the firsst flight. However, I concede you're right, but will still insist that my SPC-70 was designed a few years before the RL F-15 and started production in early 1972.

Plus, most nations care about their pilots so dont put them straight into service... you could cut out few years by skipping that step.
