Most characters live in the Building; this gives them a common bond/reason to interact and (during a crisis) they're more prone to band together. I don't mind the TARDIS especially with the limitations you've put on it.

We're not a Diplomacy RP. Your character might find himself in hot water if he does actions as a representative of your nation. Bielefeld is a proud nation much like America; it doesn't ask for help from other nations and it handles its own problems. The only other reps from other nations are the Personifications (there are three) and Prim's group (ambassadors).

Tech. He'll have no problems with modern tech or some of the near future tech. He won't be able to puzzle out the far future tech. It stems from a species older than the Time Lords - extremely alien. He'll get along very well with the tech priests at the Observatory and you'll find a loyal and intelligent Dr. Who fan in New Velociraptor Empire.

I'd recommend having him come from a different dimension. The Bielefeld dimension is tweaked and weird. Nothing is standard and there's so much input from other dimensions/timelines that it would be difficult for even a Time Lord to deal with all the unique things players have added. Wonky Tech and PL tampering would make even a timey-wimey detector run away screaming.

Sure. Bear in mind that she's going up against a Bloodletter. I'm pretty sure that's what Rudolf had in him. He's not as brutal-minded as a standard one, since Klaus fashioned him, but he's still a tricky bastard to tango with.

Very true. I'm hoping Cer lets me keep running the possessed Ti. I don't get to write combat very often. I suck at it, so this is a chance to sharpen my skills. I won't be doing any combat in the Carnival scene because Sydney's pretty useless except a few magic tricks. She doesn't have Rachelle's determination or survivor mentality.

I was originally going to send Tasia to Sig and Michael, but then Galn apparently didn't read the OOC and NA and Galn progressed the scene while I was waiting for him to say if it was OK or not. I could send her down to Ti and Kei if you guys want.

Actually, that might be overpowered and I might crowd out the char development. Meh. It's up to you guys.

I think she's a bit too overpowered. Torii would probably end up dead if the two break into a hardcore fight, too.
