Prim, you actually mae that?
I think what happens is we want to settle into a scene after "business" has been taken care of without realizing that other characters are on a quest.
It's like the scene I'm doing with Tilt and Cer. I brought Mitzie in so she could relay info. Cer took over from there and used Hans... who I was running for a while... as a tool to inform Tilt of current events. That's the whole purpose of that scene. Mitzie had nothing to contribute, so if I tried to play her in conversation it would detract from what Tilt and Cer are doing. She's still there, and might chime in, but only if it's relevant to the purpose of scene itself. The scene is laying out background information that all players can refer back to to refresh their player knowledge once the events get into full swing.
The difference between advanced level and medium level players is like this (and I'm NOT picking on anyone. This is just an example that we've all seen in IC.)
Yoshi and Katya are talking about the baby. Then they run out of things to say, so it becomes "What do you want to do?" and "I dunno, what do you want to do?" Instead of letting it become the same idle chat between them, Yoshi could excuse himself because he needs to interview Swith (and Urran sent a TG to me before hand to see if Swith could take time away from her quest). Katya then is free to work with Dora on her company.
So Yoshi goes to visit Swith. He interviews her. Then it turns into "Let's have coffee". Well, Swith has her own objectives. I, as a player, took time out my character's main story to help his character out. I need to get back to Swith's own quest. So I have Swith say, "Nope, busy."
Urran might feel slighted because I don't want to RP with him. In fact, his character doesn't fit into what Swith needs to do, so it won't work having him along. Urran, in this case, had no clear objective other than being bored and wanting to do a scene. He's not actually doing anything with all these interviews. No focus. Instead, he gets caught up in the tide of relationship building and that drags Torsi away from his own quest.
Now let's focus on your characters. Bran needs parts. He goes to NVE. NVE stops his story with Gretta to RP a scene where Bran picks out parts. Bran then wants to stay and continue to RP, but NVE has to get back on track. So, Bran takes his parts and moves off.
You, the player, drop Cer a TG next. No prob. Char!Bran then goes to the observatory to see if they have parts. They do. Bran takes those home and begins to work on his stuff rather than tie Cer's characters up.
Then char!Bran totally fucks up... raptor tech and tech priest tech don't mix well. (You, the player, have already asked permission to do this!) So that tech takes on a mind of its own and begins to tear apart the fish market. Oh nooooes! Now Bran runs back to the raptors and the tech-priests. HELP! This big airplane is going insane! And that becomes a small side story whereby NVE and Cer pitch in to stop the monster from eating all the fish. The end.
What happened was that your character stayed focused on his adventure and built up a plot over time and through several scenes. You didn't get distracted by small talk and silly relationship building, or by senseless "let's find something to do." There's ALWAYS something to do if you've got an objective in mind. While Bran's working on building that monster, he might have to pause to answer a question from Misaki or help Dora fix a flat tire, but your character returns to his quest right after.
That's how an open RP like ours functions well. We layer stories like shuffling cards, where the cards come together to form a deck over time. That's also why, when an objective in a quest is met, we need to move our characters on to the next objective. Other players should understand this and, since they have their own quests, use that freed-up character to move to their next scene.

Sig might have luck with the Teutonic set (Klaus, Hans, etc... any of the former Nazis) or with Minerva. They could bring a boat forward in time that just needs minor work.

I wear teal, blue & pink for Swith
There is a fifth dimension beyond that which is known to man. It is a dimension as vast as space and as timeless as infinity. It is the middle ground between light and shadow, between science and superstition, and it lies between the pit of man’s fears, and the summit of his knowledge. This is the dimension of imagination.
