Well, I'd attack either one for gold, land or power, possibly even slaves, technology or just a damn good song.

Ok, I didn't notice Cascadia was taken. So, an explanation:

1. Mid-Pacific (Micronesian) islands are taken because Japanese navy is good enough, technology-wise, to travel freely through the area and they are barely populated anyway. Furthermore, they never took anyone's interest.
2. In Fiji, Vanuatu, New Guinea and Japanese Indonesia, Japan mostly sets up plantations where coolie workers from Vietnam and the like work. Much of it is supported by private enterprise. In some instances (Sulu, Ternate, Kutch) Japan recognizes local governments' existence (but not much else) and treats them as protectorates.
3. In Indochina Japan has an actual, full-fledged colony, with Vietnamese imperial family and Khmer/Lao dynasties sitting in their palaces as Japanese subjects.
4. Philippines are also a run-of-the-mill colony.
I'm willing to get rid for American claims in exchange for Kurils, if Russia wishes so (but I still want them at the beginning). I don't want any conflict there, I just assumed that Russia isn't interested in Alaska/will be more interested in Europe.

Seems plausible. Something tells me I really should be putting more thought into the implications of a Rome-Mongol war, considering their cultures and how they'd use Gilded Age technology, but I'm still recuperating from a burst of last-minute assignment-typing and simply am too lazy...
...but really, again, this would need some thought about how quickly the Rus people spread out, but surely all that swaths of forest steppe in Russia can't be too populated by, well, Russians? There might be some sedentary Mongols living there.

You do not have much ice free ports with Kamchatka being nearly iced around.. The best outside the Southern Kurils is Okhotsk, which was basically abandoned for a reason.

We can arrange one Russian extraterritorial port in Kurils in exchange for one Japanese extraterritorial port in Alaska, if that's something Russia is willing to consider.

Also, climate-wise, Kuril ports aren't much better than what Russia already has in Okhotsk and Petropavlovsk-Kamchatsky. None of them is a all-year warm-water port (which is why Russia didn't hesitate to give all of Kurils away in 1875). The first true warm-water port Russia got in the Far East was Dalian.

I'd be willing to allow the Russians access to my Crimean ports and Odessa for protection (And gold, land, power and a damn good song, that's basically the Goths new motto)

Also, I don't want all of Russia, just the bits bordering me, plus the Caucasus, but the main problem is, and always has been, you can not control Russia, there are too damned many of them hiding in the hills, they can just grab forty billion more and throw 'em at you.

Perhaps not year round (I could not find a source supporting your claim or breaking you claim) but it is functunal up till November.
