The city of Iqaluit was formed in Nunavut, and was declared the capital. The various tribes in the Federation still held certain autonomy, sending representatives to Iqaluit to take part in something similar to a lower house. Not long after, the Prime Shaman was announced head of the Inuit faith, and the head of the Government title was transfered from the High Chieftain, whom was now merely a constitutional monarch, to the Supreme Councilor. The Inuit Federation was now somewhat comparable to the Western Nations around it, and were capable of holding their ground.

I think there should still be an "us Romans versus those dirty barbarians!" mentality in Europe at this period, so I doubt you'd have much to fear between dissing one or another; certainly Francia and Anglia won't be as opposed to each other as IRL history.
