Depending on what the pictures are, they could simply walk around with their uniforms on or not.

If they come in as regular people they won't be recognized by the citizens, if they come in suited as their hero alias's, they'll be recognized and will be made they're not celcome in Charleston. But i'm assuming the only reason you'd go back there is for hero related buseness so i'm assuming you'd enter as heroes whenever, if you ever (re)enter the city.
