Personally, I must say no.
-First of all, you can't have full super strength and super speed at the same time. Nerf one. Actually, I'd rather you Nerf both considering that you have a Square of OP BS in the Melee Expert, Super Speed, Enhanced Reflexes, and Super Strength. "Hey, I've mastered 18 forms of martial arts, I can punch you so fast you can't even see it coming, and said punch will implode your skull. Oh, and don't even think of attacking me, I'll just see it coming and implode your skull."
-Not having durability isn't a weakness, especially if you have a healing power to counterbalance said 'weakness'.
-Unless you have a way for him to get to the American Southeast and interacting with everyone else, there isn't any reason for him to exist.
-I have a hard time imagining him as charismatic, he seems like a total asshole.

History:
Through-out his entire childhood, Abel was shielded and isolated from the entire world by his fanatical spiritualistic parents, so much so that they never even sent him to Kindergarten and home-schooled him herself instead. When Abel first went to high-school (his 1st REAL school btw), people found him a naive and ignorant wallflower and used him to their advantage. Unable to comprehend why he felt abnormal & estranged compared to his schoolmates, Abel's self confidence went down the drain & he started to spent most of his days daydreaming in class and playing video games in stead of doing homework. At the age of 16, Abel got accidentally involved with a satanic cult known as The Order of Baal when he tried to save a sacrificial victim from death. Then pulled into an alternate nightmare dimension called the Otherworld, Abel had to rescue a little girl named Aveline Algos from the hands of The Order, to survive and escape the place. Ever since then, Aveline became his unintentionally adopted daughter as she adamantly refused to be referred to as otherwise. Discovering that after his hellish adventure he had somehow inherited superhuman-like capabilities, Abel finally had enough reason to leave his parent's home and decided to start a new life together with Aveline by becoming a famed and well-known mercenary known as Hannibal.

- The Bitch, a heavily modified Winchester 1887 shotgun equipped with shells that contain armor piercing pellets. The range is far more longer than that of ordinary shotguns as well (but not as long as the range of a sniper rifle of course)
