He needed a way to lure them To Vegas. So he sent a invitation to them to join in opening night at the casino he is going to make sure it is their last night alive.

The tower would be about 9 stories shorter than it is now and might have 200 dead workers. Heck, the whole tower might fall from the collapse. If so, the Titans would come to Chicago, but Lux would be far gone. The Titans would walk into a trap. When they arrived, they would go to the ruble pile. In it would be undetinated explosives. When they walked close enough, Lux would detinate the explosives and seriously wound some of the Titans. He would know when they got close. Lux would place a camera on a nearby tower.
