Transox is correct. All Caesar's legion is is Roman Fanboys, idolizing the militaristic parts of Rome. They are just a roaming army at this point. with no real civilian population. They think that California will be the place they can settle to make a new Rome.

In the short stories I write, Legion towns are usually filled with mostly women and children who are underage with a few men who have specialized skills for civilian use, shopkeepers, and merchants. The towns are ran by a Centurion who lived like lords, and citizens of the Legion have a required dress code (rag clothing). Large statues of Caesar dot the landscapes as well as Legion camps.
