As Napoleon heard of the NGC military rally in berlin he could clearly see that it was aimed to strike fear into France. Something that the Germans would have to do better if they wanted to make France fear them. As he dismissed the issue as nothing important he had gotten news that the Italians had thrown the POPE out of Rome. This was infuriating. The pope was the successor of Petrus after all. He was sure that protests against Italy would start as most of France was a catholic state. Except for in the Rhineland and in some parts of the north.

To: Umberto I, King of Italy

my dear highness it has come to me that you have banished the pope from Rome and this saddens me as the pope is the successor to Petrus and the leader of the catholic church. This will also send anger through France so I advice you to allow him to stay in Rome and not banish him.

Emperor Napoleon IV of France.

After that a letter to the Mexicans where to be sent. They wanted an alliance with France. This could be good but they where a rather unstable nation that could collapse at any time. While help from France building up could make them powerful it would take some time before it finished. However what they did have was valuable resources that could helps Frances industry and economy.

I am glad you have chosen France as a possible ally. While I know about the political instability in your nation and I am unsure in throwing my men into another war in Mexico. I am interested in an trade agreement between our nations while I could also supply you with state of the art weaponry. Are you interested?

best regards
Emperor Napoleon IV of France.

To the Emperor of France,
We are, indeed. Our plentiful natural resources would benefit from foreign investment and help in their extraction, in addition to our selling of raw material for weaponry. We could also provide diplomatic support as well as whatever other support we can give in war, if you would consent to at least helping us in a limited way to preserve our stability, if such an agreement can be reached. We look forward to your response.
From the President of Mexico-Columbia

After what had been deemed the "Duke Plot" had been effectively destroyed, the parts were now being dismantled. Already, most of Duke's personal advisors, friends and power bases had been taken out, with the exception of one who had brought over his whole secret and illegal intelligence network over to the side of the law and unity, and was now cooperating with secret police in return for money, privilege and general luxury and safety. This meant that infiltrating the grassroots and grunts would be much easier, and indeed it was; in a few weeks, the whole hierarchy would have been demolished. However, these secret, organized takeovers were not the only problem the country had.

After workers in fruit farms had rioted due to conditions, not soon after, one of the only nitre mines in the whole country, in Peru, had also risen up in disorder. Troops were currently besieging the mine in Peru, while in the fruit farms armies of farmers marched about bearing pitchforks. At the moment, dragoons and hussars were manoeuvring about the countryside of Honduras, where the revolt had occurred, and running down, by charges, various groups. This was aided by the decent weather that was there, for now anyway, though hindered by the hills, trees and vegetation. To prevent such from happening again, a bit more effort was put into the military, at the expense of the remaining aristocracy. The aristocrats had already been on the way down, but it had taken a while, and now was their final downfall, as the "Plutocracy Act" was passed.

The United States would be pleased to sell your country the weapons you have requested, they will be delivered as soon as possible. We too hope this is merely the beginning of a productive friendship. Perhaps we could cooperate on weapons development? The United States is currently looking to replace the Krag-Jorgensen rifle as their service weapon.

Sincerely,

Your weapons development prosopal is really interesting Mr. Hay. We are also seeking to replace our service weapon, with something more effective than early bolt actions rifles. We believe that we need a rifle, one that will be effective in this new era which we have just entered. We are also glad that you have accepted our purchase.

We would like to hear more on this subject.

Peking, China
Guangxu Emperor looked down on his City. It was a beautiful city, though, unfortunatley the European powers had pushed unfair treaties on him and he no longer had absolute control on his country. He had to consolidate China's sovereignty, or face annihalation. To do this, he had to choose allies carefully. He would need to choose an ally who was close and had a large army that could wipe out any opposition. With that in mind, he sent a letter to the Russian ambassador:

We wish to formally have an alliance with your nation. We know of your great power and need a friend who can help us push out the foreigners from our lands. We hope you can accept.

Our nation's Springfield Armoury is currently designing a next-generation bolt action rifle for American service. However, the work is in its infancy and is a few years from entering use. If Italian arms companies would be willing to work with the United States, the production of the rifle could be rapidly expedited.

Our main arms company (Carlos and Sons) would be interested in working with any American company/companies that develop the new rifle. I suggest brining blueprints of the rifle in Italy, so our companies can make suggestions for the the development of the rifle, thus making it's release faster. Parts of the new weapon can also be designed and constructed in Italy.

Furthermore, as the world-wide market would be interested in such a weapon, we could use this new production to increase both our nations trade profits.

We hope this will be another step towards cooperation between the United States and Italy.

From: H.M. Lodewijk I of Flanders

Sir,
I believe that an economic and technological alliance would be beneficial for the welfare and safety of both our states. I suggest that we grant each other favored nation status and make efforts to increase trade between our kingdoms. On the technological side, we know that the Italians have been at the forefront of technology ever since Leonardo da Vinci and the Renaissance. Flanders would like to form a scientific organization, the Italian-Flemish Science Organization (IFSO) to further our nations advance into tomorrow. To ensure the safety of our nations, we should have our best scientists come together to produce a new, more destructive artillery shell.
These things will increase Flemish-Spanish relations to new heights. I eagerly await your response.

Sincerely,

Trade has always been important for both our nations since time immemorial, and this could improve our status in Europe and in the world. On the I.F.S.O. prosopal, we believe that the new artileery shell we should promote, must be a higly-explosive one, one that causes both atrittion and lower morale. La Federation de La Plata

Federation Capital, Córdoba

The capital of the Federation was buzzing with activity, the extensive railway network bringing goods from the Rio de la Plata and Patagonia through the town to be shipped to port in Buenos Aires on the Atlantic and Santiago in the Pacific. Córdoba was the second largest city of the Argentine Republic prior to the adoption of the Federation, and was chosen as the capital due to it lying fairly central to the Pacific and Atlantic Ocean, as well as being easily accessible by other members of the Federation. The booming factories of the cities produced finished goods for markets in the Americas and Europe, while vast profits from the beef industry made Córdoba a city that housed the most slaughterhouses in the world, with stiff competition from the United States' city, Chicago. The flipped seasons of South America meant Platine beef would come into American and European markets when their cattle seasons were inactive, and the advent of refrigeration in ships and rail cars meant that Platine goods could reach these markets unspoiled and fresh.

The Federation Palace housed the inner workings of the federal government and directed national policy with help from the state congresses who utilize local administration. Córdoba became a planned city in 1880 as the Federation began to take hold in order to account for population expansion. A central railroad network and the Federation Palace were constructed from 1870 to direct the nation more effectively. Today however, the Palace had no real issue. The simple, healthy discussion of various laws and past laws were under way as the Congress was in session. The main attraction of today however, was the Federal Army Parade through San Martín Square, which overlooked the Federation Palace.

Soldiers from various Army Divisions participated, showcasing the Argentine Mauser Model 1889 in their clean-cut, Prussian-style uniforms and marching step. Artillery units pulled advanced Krupp and some indigenous cannons. Mounted Cavalry units galloped in their slick uniforms, Winchester Repeating rifles at their sides along with a cavalry sword. Only a few hundred units participated in the parade as most were assigned elsewhere, but a large turnout was seen in the capital to see the Federal Army. A noticeable trait was seen though, many were immigrants. In fact, 30% of the population of the Federation was foreign born due to the influx of European immigrants from South and Southeast Europe, which was more the the United States at the time. Nearly all aspects of the Federation was modernized or on-par with Western Powers, which was a point of pride for La Plata.

The Per Capita Income of the Federation was the fifth largest in the world at 3,586 USD. Due to the massive investments into the Federal economy by Great Powers, specifically the United Kingdom and France, infrastructure in the Federation was great by rail mileage and upkeep, but faced instability to being foreign owned. Slowly, the Federal Congress was buying and repaying loans for the railroads and taking control of them, but the problem will continue for a long time. The presence of nitrates in Northern Chile and Bolivia caused explosive economic growth in the area, coupled with the agricultural potential of La Pampa and the large Federal military force, produced massive domestic and foreign consumption, further propelling the Federal Economy into development.

Nowadays however, the Federation of La Plata sought to increase diplomacy abroad in light of Brazilian and Peruvian border skirmishes. The Congress had adopted a policy of letting nations come to La Plata with diplomatic proposals rather than seeking them out unless it was a dire situation.

To the Federation de la Plata,
Greetings, friends. We seek your hand in friendship, to preserve ourselves and peace on the south American continent. I am sure that you regard Brazil as a serious threat as we do, as well as possible European or US intervention. To make sure neither of us falls victim to these, we believe it would be good for us to sign a mutual defense pact, as well as trade treaties, open borders, reduced tariffs, military alliance and more, through negotiation. Would you be interested in such?
From the Republic of Mexico-Columbia

While more friends were being sought after, to at least make sure that the south American border was safe from Brazil (it was hardly realistic to expect to defeat the USA) as well as from the Europeans by France, internal politics were coming into the forefront too. A coup by a communistic candidate was being planned, though it was being done in such a way that it was legal. So far, no grounds could be found in stopping him, but it was hoped that his investment in rubber farms in the south would catch on some local bylaws about exporting to the enemies of the state, and so give pretext to prosecute him.

The economy was doing extra well; the many fruits farms of the central lands, the minerals and oil of Mexico, the energy, rare mineral and emerald reserves of old Colombia and Venezuelaa plus the woods from the Amazon, fishing from all over the land and other minor resources including nitre, grain, diamonds and such, provided a massive economy, though sorely in need of development. A bit of luck was causing a boom, and a massive sale of government lands from the conquests was begun, which would create revenue to be ploughed back into the country as infrastructure and investment, hopefull causing a rise in taxes.

Dublin, Ireland

The rain pounded heavy on the window, but heat from the fire warmed the room. Curtains were drawn to preserve privacy and the heavy oak door helped to conceal all sound withing the four thick stone walls. Inside, John Redmond, John O'Leary, Neal O'Boyle and a few other faceless men sat in padded leather chairs. It was dimly lit with a weak light bulb and the flames flickering from the large hearth.

"Our stockpiles still don't stretch far enough. We have close to two-hundred thousand men and just half that many rifles."

"And even then, half of those are held in reserve for training."

A short silence filled the room as each man contemplated their own thoughts. A thick layer of smoke was building up below the ceiling and the musty smell of tobacco lingered throughout.

"We could centralize it to Dublin, then work outwards once its secured."

"No that won't do. It's all or nothing - anything less and we'll be crushed in a week."

"There's always the French.."

Casual discussion continued and after a quarter hour it was decided. An encrypted message was written up and dispatched to the head of French Republic himself.

To: Emperor Napoleon IV of France

My dear sir,
It is in our knowledge that Anglo-French relations are currently not in their best conditions. With an unstable political climate in the European theater I feel it would be to our best interests if the Irish dominion and the French Republic were to maintain a close state of affairs. We would like to initiate this with the incommunicative purchase of a bulk of French rifles. These will used to fully arm our reserve forces on the island. A number and priced can be agreed upon after negotiations.

Best Regards,
Assembly Executive John Redmond

Scandinavia

The two pre-dreadnought battleships were still under construction. One in a Danish shipyard the other in a Swedish. It would be almost a year before their completion but these ships would surely strengthen the fleet enormously. The three kingdoms were still without allies however, and with the two major blocs of Europe increasingly getting at eachothers throats, joining either one would prove a fatal move. Instead, a different form was proposed. Messages were dispatched to the two nations in the low countries.

To: The Kingdom of the Netherlands, The Kingdom Flanders, Belgium and the Congo

Your Royal Highness',

In light of recent events on the continent, the Kingdom of Scandinavia has come to the realization that allies are desperately needed in this time of political uncertainty. We have considered the factors carefully and concluded that a trifecto pact of mutual defense between our three nations would ensure security on all our behalves. If any of our nations were to ally with major European powers, we suffer the possibility of harassment at their hands. Together however we stand as a formidable force and equal in stance. It would please us greatly to invite both your majesties to Stockholm to discuss this matter further.

Best regards,
King Oscar II

Munich, Bavaria

King Ludwig II. walked around in Neuschwanstein Castle, trying to think about the situation of Bavaria. Bavaria was an independent and proud nation. Although small parts of the population were still in favor of the German unification, the large majority felt it'd be better to not join the "Dreckspreißn". German unification could only happen under Bavarian leadership, but so far the Bavarian nation would need to keep friendly relations with their southern neighbours. As long as Bavaria lived, liberty wouldn't die.

After drawing a conclusion for himself he turned to his advisor and friend, who wasn't nearly as hypocritical as all the others. "Say, good friend, what do you think of establishing diplomatic ties with Scandinavia? As Austria seems to be in a pretty dangerous area themselfs, it might be smarter to assure that the Prussians are encircled and unable to grab our prosperous lands", the King asked and sighed. "That's a good idea, your majesty. Do you want me to prepare everything? The soldier you wanted to see is waiting, after all", the advisor then said and walked off to do so after Ludwig nodded.

The King then turned to his private rooms, where the guest already seemed to wait. "Oh God, please forgive me my sins", he mumbled and quietly entered the room, where he stayed for several hours. When he returned he fell down on the chair in front of his office and began to write the letter to the Scandinavian King.

To: Oscar II of Scandinavia
From: Ludwig II of Bavaria

Your majesty,
Our two nations do absolutely not have a lot similarities. We do not keep special diplomatic relations and neither do we keep economic or military relations. However, the Prussian threat to your south and our north should bind us together. I propose we will help eachother militarilly should the North German Federation declare war on one of our nations. Furthermore we should openly announce this treaty, if you agree to it. May God bless you and your mighty nation and let it flourish in peace and prosperity! Sincerely,
Ludwig II., King of Bavaria

Massive amounts of land were being sold to various landowners now, mainly in south America, and mostly left over from waht the government had failed to sell after the war. It would reduce the government taxes, but almost all the land that was being sold was idle, such as forests, plains, and generally places thathad been ceded but not sold, due to the influx of land in general which drove the demand down, and the war which had driven prices up. Now, they could be sold at decent prices, and they were, which was quickly propelling the treasury levels up. However, the funds gained were also, under advisors and whatnot's directions, being used to build roads, pumps, and to get more police, health, education and such. In fact, a new education system was under direction to unify the whole country's education policies. Investment would be conducted as well. All this meant that the economy was being boosted and would continue to rise for some time, to create more taxes. The land sales were now udnerway, but only time would tell how successful it was, and whether the palns for the new education system would prove redundant or useful.

The cavalry had finally run down the rebelling fruit workers, though in Peru, the miners were holed up in their mine. Order was being re-established, and the Duke scheme had finally met its demise in total, with all its followers taken. It seemed the country was entering a better age; one of relative stability.

We will enthrall ourselves in eternal friendship with yourself for the purpose of security and cooperation in Latin America in this new age of Imperialism by Europe and America. We will authorize reduced tariffs, a trade treaty, and a defensive pact through our consulate in Mexico City and Bogotá. We will like to make it clear that we will come to your aid in the event of another power attacking you, but will not join if you attack a larger power. We have much to offer you, but would like to know what areas you specialize in with your economy? Are you an agrarian nation? We would like to trade our temperate climate products for more tropical ones, such as fruit. We are also looking to expand our weapon's market if you are interested in that.

On a side note, we can negotiate a different defensive pact in regards to Brazil and the rest of Latin America, however. We are open to all of your input and suggestions in our Consulate.

To La Federation de La Plata,
We are very glad for such an enthusiastic response, and we very happy about such a close alliance. Perhaps we can sign a series of treaties sometime soon to be collated into a single one, which would serve as the main agreement between us. We can also establish larger consulate/embassies in each other countries and much more.

Our country is very diverse in many things, though mostly raw resources. We produce a great deal of fruit, many metals including iron, copper, tin and such, as well as lots of other wide-ranging products including emeralds, grain, fish, nitre, wood and diamonds. Overall, it is very based on extraction of raw resources rather than their processing. We would like to extend further for more industrial capacity as well as more efficient raw resources, and more sustainability.

To the Emperor of France,
That is very good, and we hope that after initial trust has been established that we can perhaps escalate to mutual military aid, both in external and internal conflict, and more trade and territorial treaties. We hope that our relationship can grow stronger, and gladly accept this.
From the President of Mexico-Columbia

Several freight ships set off from various Colombian and Mexican Atlantic ports, to meet each other somewhere around Bermuda, and to continue in convoy to Brest in France, all laden with various resources from the lands they had left, including fruits, gems, ores and more, including quite a few exotic plants such as cacao and other spices.

Meanwhile, the sell-off of land was proving successful, and it continued, with the economy boosted a great deal. Some new laws to help regulate the newly booming industries were put down, though corruption and inefficiency hindered it. A rigorous bureaucratic pruning was conducted, with the aim or removing everything uneeded or inefficient, including employees. This included a special system where each position had to be named clear enough as to know what it did; e.g. provincial tax collection manager, mining license inspector, etc. Hopefully, it would strip away the bureaucatic inertia that had accumulated over the 10 years, and force the system to work with only its bare needs, which would slowly and methodically be added to. The government needed to be able to take advantage of the boom.

A Primeira República Brasileira .
Rio De Janerio
Rio De Janerio was the center of an eroding Republic that seemed to be breaking away everyday.Being the showcase for Brazil
the city maintained its game-face even in the worst times.Brazilian cities lacked industry and usually relied on their Natural wealth to attract investors,Rio however was not the case.Rio was the most industrialized city in Brazil, yet its industries could not compare to the Argentine Cities that housed Various factories.Brazil lacked the infrastructure that it greatly needed,Goods could not be transported from the rich Amazon to the "Industries" coast.

Prior to the effects of the Brazilian-Argentine war and the coup of 1889,Brazil had strong economy,Timber and minerals came from the Amazon while the busy ports transported them to Europe.Rails were a common sight as the country was connected by links of track,While the Industry controlled the coast, mining, logging and farming were done in large scales in the interior.Brazilian cities rivaled those of Europe unfortunately that past doesn't exist anymore.Brazil's days of glory had ended along with all its hope for a better economy, foreign investment had ended causing the weak economy to collapse. The new days had come and the new Brazilian government set to find a solution to the countries issues before it was to late,Brazil was hungry for investment and the government sought to feed it.

The Republic was young and fortunately stable, stagnation was ending and soon Brazil would get on its feet again,No more would it be at the mercy of it's neighbors. In the national congress building in Rio,The President and other governmental officials were discussing the fate of Brazil,The topic was "How to make Brazil better than its neighbors".The topic was the most discussed one and it also happened to be the most debated one, because no one agreed on what to do.The Brazilian government was desperate for money, though Brazil stood tall to it's neighbors,it could not defend itself in case of an invasion. At the end of the discussion it was decided that a letter be wrote to most powerful European Empire,France.

To:Emperor Napoleon IV of France.
I would like to propose a trade agreement between our two grand nations,France being the mightiest of Europeans is the most adequate to trade with us.France is a very industrialized country and Brazil is rich in Natural wealth,With French help our two great countries will greatly benefit economically .
-Manuel Ferraz de Campos Sales, president of Brazil

From: H.M. Wilhelmina of the Netherlands
To: H.M. Lodewijk I of Flanders

Your proposal is wise. We understand, of course, that the Flemish nation might not trust us after centuries of difficult common history. For the sake of setting aside our differences and achieving a workable compromise, we accept your invitation. We hope that an agreement will be reached between our two nations as soon as possible.

Sincerely,

Wilhelmina, Queen of the Netherlands & Grand Duchess of Luxembourg &c.

Sultan Abdulhamid II sat on a balcony of the High Porte, he had come to enjoy this spot for the solitude it provided him. It allowed him time to reflect and think in peace.

"A beautiful night," a voice from behind the Sultan called out, "your security could do with some improvement."

"Against you? it would be the same every time," the Sultan said without looking back at the voice, "have you come to kill me?"

"Ah, ah," the voice said in a reproaching voice as the man sat next to the Sultan, "killing his lord would be counterproductive for a member of the Ḥashshāshīn."

"I suppose you are correct, my friend," The sultan allowed with a smile, "so, Yusuf, why have you come?"

"To sit and chat?"

"If you can come to sit and chat, perhaps I should give you more to do."

"Ha! My men could set records for all the work they have been doing recently. No, I have come to tell you that we have all but destroyed the last of the Nationalist" he said the word with extreme distaste, "groups in Anatolia. The Rising Lion, Turkish Tomorrow, Young Turks, Turkistan, and Sons of Turkey have all been killed, jailed, or otherwise eliminated." he said with pride.

"And the Balkans and Arabia?"

"The Balkans have been quiet lately, the non-Muslims are too cowed right now with what is happening to Serbia and the Muslims are finally starting to enjoy the progress we have made, the factories around Sarajevo and Tuzla are flourishing and the Sarajevo-Constantinople railroad is doing fine work."

"What of Arabia?" The Sultan asked, noting that Yusuf had not mentioned it.

"Ah, Same as always, some tribes are fighting other tribes for one reason or another," Yusuf said shaking his head, "but the good news is that the Islamic tribes are defeating the Nationalist tribes, thanks to the "tools" our men have been supplying them with. If this continues than wothin a few years the tribes that support nationalism will either be dead or converted."

"It pains me to have brothers in faith fight like so, but it must be done for the greater good. Thank you Yusuf you do your namesake proud."

"Aye, but we are true followers, unlike them," Yusuf said as he turned to leave.

"We are all Muslims, regardless of whether or not they see me as you see me."

"We shall see my Caliph, we shall see." Yusuf said as he crept back into the shadows.
