The conference is being held in a conference hall in Edo about two blocks from the Palace. The Germans and the Empress are alone, and the Chinese delegation is 100% unaware of Akiko's attempts to court the Germans over. The Germans left a delegate behind, so you don't know squat.

"Divine Shogun" -- Not a bad title. I like it, perhaps Akiko will adopt it as one of her titles just to piss off the Chinese. Note that the Germans call Akiko the "Empress of Japan and the East".

Literally -- The Empress of the East.

I'm thinking that I might kill off the current Emperor of Germany(another Austrian assassination?) and replace him with a very pro-Japanese one.

Many Japanese officials refer to Germany as "the Khanate of Swords".

The Japanese call the German Emperor:

His Majesty, The Great Khan of Germany, Sacker of Rome, Lord of Ten Thousand Years, Son of the Franks, [name] [regnal numbering][dynasty]

They call Italy the "Shogunate of the West", basically a demoted version of Rome. The even refer to the Italian King as "Son of Romulus".

No. No German civil war. Germany is strong, not divided. In addition, the German monarchy is elected by the kings of the member kingdoms, not inherited from father to son.
