Possibly, though I am unsure if ti really happened. Writing my history and Austria decided to withdraw entirely from the HRE in 1801 to focus on Hapsburg lands rather than German lands.

EDIT: Plus Russia and Britain both seem to not want to ally with me

More than one thousand years ago, Japan was founded under the Imperial Shogunate. Since then, we have discovered that the world is much bigger than we had once thought. We were discovered by a ship which said it was from "America". The Americans forced us to trade with them, and this caused the Meiji restoration - that is, the restoration of Imperial control over Japan. With this restoration, many new western features were introduced. Such as the Imperial Diet, which is our nations parliament, and industrialization. Now, Japan controls a vast empire, and The Empire of the Rising Sun is a fledging global power! Long live the Emperor!

Briefly describe your Nation's government.

Our Empire is governed by two bodies. The Imperial Diet, who is voted for by the people of the Empire, and the Imperial Family, who are hereditary and claim the title of Emperor, they hold no real power. The Imperial Diet is a collection of the representatives of the Prefectures of Japan, each one having a certain number from 1-10 depending on their population. All people can vote, as long as they have a Japanese citizenship. The Diet swears allegiance to Japan and its Emperor, and the Japanese Imperial Armed Forces swear allegiance to the Emperor.

Briefly describe your Nation's economic system.

The Empire of the Rising Sun is a Capitalist state. Much of our income is from trade or industry, we make money by selling things. We also believe in Free Trade, and the government poses no restrictions on trade, to ensure its freedom! Our currency is the Japanese Yen, and our national bank is the Imperial Bank of the Rising Sun, or IBRS for short.

Japan you active military is 3% of you pop. The active military should not exceed 1% and reserves should not exceed 5%.

Population is um, not really realistic here. You may have one of the provinces in China if the OP allows, Workser asked for one more closer to Korea. I am not really supportive of Japan having colonies outside of East Asia and it seems even Siam and Northern Borneo is a bit far of a stretch. However, I am only a CO-OP and it would be better to wait for the OP himself.

Yeah, you have to realize Japan didn't even start its empire till the early 1900s. Right now its probably just finished modernizing.

I'm going to side with you here. Maybe North Borneo, but Siam was kind of protected by Britain and France wasn't it? It seems too early for wide scale colonization.

Okay, so what would be decent pop?

I'll ditch Somalia, and lower it to one province in China. That okay? I mean, Siam and North Borneo wouldn't have put up much of a fight, so I'd guess they'd be easy targets for a newly-modernized Japan. I wanted Korea and Manchuria, because they were closer, but alas they were already taken xD

Japan would not have even invaded Northern China yet.
