You can't make them. You'd have to tame and domesticate them.

No. Only an insectoid zerg-like race would use genetic engineering, otherwise it would be far to OP for you to have technology AND zerging abilities. You have to tame them, and they cant have a stupidly high population or OP abilities.

Does he? The only time he mentioned genetic engineering was with that radioactive thing, which is common to most species. You can have that, but no other genetics.
