For me, nuke happy just means it's a good deterrent for us. We're not war mongrels, it's just our people were, after all, born out of a nuclear apocalypse.

It simply uses it's power to scare you. :L

But really, there are only a few races more advanced than them.
Such as Pret's (Don't know it's name. :S) and the Destined.
There are more, just giving examples.
