Because Julius Hathawell is working with Decay. Decay wants to release the virus for because he is an anarchist or whatever. Julius is creating the cure behind Decay's back. So of course he would keep it a secret.
The pathogen was engineered with a cure in mind for it. Except the cure is not finished (we need a reason for Julius not to go ahead with full scale infection).
