This is an old song, banned in the UK until 2000 and something because they thought it would depress the people in the forties.

So, Decay is the main villain, but the heroes also have to deal with every villain ever, who will probably be mad about their imprisonment and go kill things? Or even worse, working with Decay in an actual coherent group.

No, we have to stop them from being freed. The ones already free could be villains. We could make KAOS npcs who want to be freed for example.

Scarecrow could be forced into action, as several Society members make a point by robbing banks and such.
