Franklin Web was just an idea I had, it was probably based off of something, but I just liked the idea of a 'Natural' Anti-Super

Hughey White's personality was based off of Bill Killgore from Apocalypse Now (The: I love the smell of Napalm in the Morning guy), his powers being what they were because Zieny didn't use my idea for a super soldier, plus I felt I could be creative with the idea of not only growing limbs but being able to grow like Mr. Fantastic

Cobalt Man is unabashedly based off of Dr. Manhatten

1. They wouldn't expect him to shoot at them.
2. Bullets are quite fast, if they don't have enhanced speed and whatnot or danger sense, there would be almost no way they could react in time.

Scarecrow is basically the concept of DC Scarecrow with Michael Rooker and Alex Mason (from Black Ops) personalities mashed together.

Shade is more original, but I did take the purple hooded outfit idea from DC Comics' Spoiler, the firearms company from Iron Man and the raspy voice from (believe it or not) Solid Snake.
