Yes but that means only a small circle of owners. Its more of a partnership ownership structure really. And that also makes Abel not the sole owner. But if UT is to raise a lot of capital, and I'm talking the billions they need for a company like that, you need your stock trading on the NYSE or NASDAQ. Any company which has their stock circulating on there has to file with the Securities and Exchange Commission.

But I can always have the courts subpoena the financial records. Im sure a Vice President has a lot of influence on the Department of Justice. It does report to the presidency anyways.

History: Tony Levar was a detective in a corrupt police force. In his early years he established a strong hatred for the frequent (and accepted)corruption and barbarity that plagued the force. As he was frequently resistant, it took him over 10 years to make detective. Even after, the vast majority distrusted him. Finally the situation came to a head one night when his unit was "unofficially" assigned with guarding the importation of a vast supply of cocaine. Refusing to take a cut, he assaulted his captain instead, and left the force in disgrace. Tony sank into seclusion and started a small one-man private investigation firm. Around this time he began to experiment with martial arts to vent his anger. Two years later he met Ellen. She proved to be one of the few that the serious, cynical, loner Tony could open up to. They were soon engaged. after four years, all seemed well. But while hiking one morning alone on the outskirts of the city Ellen witnessed a mob hit/burial and was caught. Tony, despite his mistrust of the system decided to do the "right" thing and ask for witness protection. The mob (who by now virtually ran the city) saw its chance for revenge on Tony. Ellen was shot dead on the safehouse balcony by a sniper which Tony witnessed as he walked home from work. Overcome by rage and grief, Tony knew the police were the only ones who knew where they had been hidden. He knew that now legal means could not grant justice. But if the mob discovered him... Tony decided to conceal his identity. While considering a theme for his new persona, Tony came across an old book on the Satanic occult he'd purchased as a garage sale years before and forgotten about. He decided it was appropriate. What did evil men fear more than the Devil? The Avenger was born. Tony disappeared for two years preparing for his revenge, learning to fight and use the prototype police technology he stole with the help of his former partner, friend, and confidant Alan Taylor. Before waging war on the mob, Tony invited Alan to join him, but Alan refused saying "Someone's gotta clean up after you." Alan became Tony's inside man. The Avenger tracked down the officer in charge of witness protection and "interrogated" him. The night eventually led him to the city's shipyard and yet another import operation. In one extremely violent night the Avenger destroyed the operation and killed a major mob boss. Yet afterwords he realized he had not found peace in revenge. But he noted that in a single night he had done more than professional law enforcement would in months. He decided to keep going as the Avenger, serving as Drej City's anti-heroic protector...

• Hand-to-Hand Combat (Advanced): The Avenger is a brilliant street fighter and has since honed this skill first as a hobby to vent his grief in the wake of his fiancé’s murder, further honing his skills as he decided to fight crime
  o Weapons Master: Through his martial arts training, he has become an expert on all melee weapons, his favorite being a staff. Also a master at creating improvised weapons.
  o ]Master of Stealth: His training has made him a master at stealth and capable of breaching high security facilities without being detected.
  o Expert Marksman: As a police detective he became skilled in the use of firearms. As a masked vigilante he prefers martial arts but as a civilian carries a handgun of the same type used by police.

• Investigation:The Avenger is an accomplished detective from his years in law enforcement, and his peak mental condition offers him heightened powers of observation and analysis.
• Journalism: The Avenger keeps an active log of his adventures when it is most necessary, he's proven to be a deep thinker and since witnesses the underbelly of the city has cataloged its nightmares.
• Indomitable Will: After the events which made him take on the personality of The Avenger in every aspect of his life, He developed a desire to make sure that all crime is punished, and is able to function while tolerating massive amounts of physical pain, and also allows him to resist telepathy or mind control.
• Peak Human Conditioning: Through intense training, specialized diet, and biofeedback treatments, The Avenger represented the pinnacle of human physical prowess. His physical attributes exceed that of any Olympic level athlete that has ever completed. Strength, speed, stamina, agility, reflexes and coordination are at peak human perfection.
  o Peak Human Strength: The Avenger regularly bench-presses at least 1000 lbs. during his exercise routine.

Man....I knew I should have studied my Business Studies properly.....sooo....basically if private companies don't sell shares than what else can they do actually?

1. Take out massive loans from the bank making them highly insolvent.
2. Issue their own bonds but you'd be paying a high interest rate on that I think.
3. Reorganize into a partnership, with multiple owners but not a corporation.
4. Use money from their own income to expand. This is really slow. Unless you make a car that efficiently runs on dog shit or something extremely marvelous like that.
5. Find really rich backers who are willing to cough up the millions.
