This is in fact alt history. The fact that we just avoided the War of Spanish Succession is a testament to that.

You can, but even in Alt histories we cannot ignore what people still think. And civil war would fuck up England. They just got done with the Glorious Revolution and people wanted to keep the gov that way. This may be an Alt History but that does not mean anything can happen and we can just go wild and shit. We still have realism.
