The Chief Admiral lets his citizens do whatever until lockdown.

Lockdown means that the Orion District is at war directly with another nation, and all citizens are to stay in their homes, and in some areas their nuclear bunkers, since those areas are prime targets.

Pretty much everything is LEGAL during PEACETIME.

Why can't the Orion District be in on dis hi-tech?
