Medium tanks don't typically stick in cover. Tank destroyers have very limited armor and traverse. Stealth is the only real defense they have.

I should point out that TD's still have a camo bonus, similar to light tanks. The thing they nerfed was the shooting through concealment bonus they got. It used to be that when a TD fired through concealment they kept the camo bonus. This caused everyone else to become very angry because all you had to do in a TD was camp in a forest or a bush and you could pretty much destroy anything you spotted and they would never see you.
They got rid of that bonus that TD's had because it was unfair and promoted camping. Now TD's can't fire from bushes and remain unseen. However if you back up to the point where the bush is no longer see through, you still won't be seen. This goes for all tanks not just TDs.

Why would I try to shoot at it while it's moving? I'd just wait for it to stop, then start shooting at it, or catch up to it since the Tetrach's faster.
It's not like it could shoot and fire accurately.

Assuming they get in a close enough range to fire at one another, the L3 with a 37 mm gun (or even the 20 mm Solothurn) would just as easily take out a Tetrach as the other way around. It's smaller profile and speed (which may not be as impressive as the Tetrach's but is still enough to make it nimble) would make it hard to hit.
