While I'm not involved in either areas, I do believe someone already has control of Lindon and Mithlong. However, do note no one controls any parts of Arnor. If you wish to change role and play completely as Arnor, you may wish to take into consideration that Arnor is still divided into the three kingdoms, which are all in disarray - you'd have to unite them in order to play as Arnor, if memory serves. Of course, once united, Arnor is quite potent in itself, having great numbers and areas.
