Alright, Also btw a note for people, now we're having this timeline... Don't add to every post about training troops, rather order to train alot in one post and wait serval posts/pages or skip one or two posts before adding a new recrutement.

They are NPC, but well, lets say Cirdan accepts the alliance but the dwarves refuse (these dwarves (i assume you meant the ones in the far north west) haven't been directly threatend by the events and so they have no intention to do anything)
