A palace is defined as the residence of someone who rules land and/or people as absolute ruler, with nobody higher. That implies a power hierarchy larger than the local inhabitants and perhaps a tribal structure if you're advanced. Not to mention it is a permanent residence, which are also rather advanced.

Well, compared to most houses In Ahnki, the Evris' House is like a palace. It's just a house made of wood and a stone base. Other than that, and a wool-and-wood thrown, his home was just like every other citizens'

Mud huts could be considered as advanced, if mudbricks are being used. Some of the greatest ancient cities on earth were built of mud.
