Foreign solders are just that... foreign soldiers. We have one instance coming up where they're being allowed (cleared with Cer) for a specific task. Another instance was prearranged with GT for his finale. Do NOT bring foreign soldiers into the game otherwise unless they are tourists, by invite of the Bielefeld, or here delivering messages, etc. They were permitted if there was an embassy but we've done away with those (except Prim's since his characters are set up as ambassadors and don't bring in soldiers.)
It would make sense to have some sort of security detail but nearly all of our emperors etc have just one or two PCs with military affiliation (Aleki and Khro for example). Think more along the lines of "secret service" personnel.
Bielefeld has a standing army. It has a reserve. It has citizens who can be activated to form a militia. On top of that, it has a full police force (supplemented by soldiers contracted by the government which are OP tools.) Occupation is 100% frowned upon.
And yep. Soups ate Aleki and Naomi blasted him with cold until he puked him up.

My Witherward is very close to Japan.
It'll explain further. The island we use for Crucible is very similar to my own, only mine is larger and has a ring of smaller islands around it. (which keep the Deadlies from escaping). It's phasic, which means it has a physical presence for tourists (the backbone of our economy) but also a layer which transcends beyond this plain.
If the BranRiech, which are land grabbers... if they put a base there, it puts them within striking distance of my Witherward. Seeing how Bodkins is a representative, he'd offer your government support in order to avoid occupation of your island.
