Okay... Cer can correct me if I'm off base here... but I think what the city is doing is offering to let the supernatural entities be themselves, while giving the mortals/normal humans a purpose, and getting all of us to use our characters in a way that ties them into the setting. That's why he's not having the city approach them as representatives of their government.

Pros:
It can lead to adventures where the government asks us to tackle NA's SCPs, or to work together to put a stop to some mad scientist's attempt to flood the sewers with rancid cottage cheese, etc.


Cons:
Not everyone's interested in doing that. Some would be on the payroll. Some wouldn't.

I could see it as giving players a chance to run their own "Bad guy" events and having other players tackle them. They wouldn't be having to do with certain characters, but we could let people play bad guys if they like.

well, not really the SCPs, since I was going to have Octavian speak to the city to let his organization handle it when they get out, and to ask if they could get the death row inmates for test subjects..... because that's what the SCP foundation does..... they actally have funding from all the world's governments(cannon) and get their D-class test subjects from them.

Sort of.

Basically the OPs are always stuck with saying "don't make another bad guy. We have enough bad guys." We do that because we're stuck dealing with the character when it turns into an asshole.

Every character in the militia will have the same information as the Chaos cultists. They can curb stomp the new bad guy character the moment he steps foot in town. He'd have the wrath and vigilance of so many potent genre crawling up his backside that he wouldn't stand a chance.
