The Nevidians are near essentially like the human modern tech, though they never developed firearms and aircraft/automobiles, only because the ones that lived nearer to the surface advanced along with the surface world.

London's economy and living conditions are horrible, the Nevidians are treated poorly and the law enforcement only help when offered large sums of money.

Being as it is, an empire from North of London has revealed itself. A dictatorship, though a benign one. The economic and living conditions in the empire are far superior, and Nevidians are citizens.

The empire hasn't intervened directly but guerrillas in the city are fighting to support London's annexation. The HGV, a group of humans dedicated to wiping out the Nevidians, are besieging citizens and government troops in Parliament Square (where a majority if the characters are.)

That's the current situation, feel free to inset yourself wherever you like.
