I seek a federalized sovereign state,britain and luxenbourg an EU which lacks even more powers than now,unless you explicitly don't adhere with its regulations.

You don't have to, the North just has to assure the Dragon that it won't cozy up to America any time soon, and the oil starts flowing again.

a) Brussels' power: only issues guidelines
b) EFF: European Federal Fund. Works like the IMF, more or less.
c) Rotating leadership: only candidates with enough "endorsements" can be part of the potential leaders group
d) Banking/Federal Union is the way to go
e) Creation of the NEU: EU subdivision.

Why not just create a democratic Presidency and Parliament and get rid of much of the red tape by removing a lot of the decision-making layers?
