Possibly offer it boni that weight stronger than loosing sovereignity,then maybe,they can.
Though I am only a random Co-Op,so I can't guarantee that anything I say is true and relevant.
If the NEU needs me,then why does it make such a fuss about avoiding my idea,which is essentially the same as yours.
Though with a minimal degree that suddenly all NEU armies would feel more NEUish than of their native state,and would support a german NEU president to form a fully sovereign and centralized Europe,as third powerblock,being population and industrial center,located between russia and the US,serving as balance maker,between the slightly (ex-) communist coalition of russia and china and the west,to which it would belong.
But I mean,thats minimal,its not that you can convince foreigners of an ideology to fight their countrymen without that ideology,as have seen in the general international lack of civil wars and internal strife.
I doubt the legitness of such without the OP.....
Better idea;
Scrap NEU, pursue European Federation.
What do you think I am hoping to do.....
Thats the thing.
I seek a federalized sovereign state,britain and luxenbourg an EU which lacks even more powers than now,unless you explicitly don't adhere with its regulations.

And to uniting Belarus, with Russia, I'd rather stay away from that. Mostly because I don't think Russia would really want to. And I'd rather not have any countries coming together as one.
Seems legit enough.
Though what about specific regions?

What do you expect?
