Behavior and type of government, everything else could be open interpretation, but those two would give us some idea on how to create a Nevidian

Personality: His astute and gruff nature may come across as hostile, but he is very caring.
Appearance: A sinewy eskimo man, usually wearing either a jacket & jeans or a polar bear fur outfit. He wears goggles and a facemask in windy conditions. Typically has a backpack on. 5'7"
Equipment (Keep it realistic, here): A hunting rifle, some ammunition, a variety of knives, thick gloves, a first aid kit, and a firestarting kit.
Short Bio: Ivan was born in northeastern Siberia, in a little village that was predominantly Chukchi. Although he was poor, he was insipred by a fiery passion to learn. His parents were also determined to have an important child, so they saved money for years and sent him off to a cheap boarding school in a bigger town. He got excellent grades and a scholarship to a university, and gained a masters degree in arctic ecology at the age of 21.

He returned to his hometown and got a job at an arctic research station not too far off. He married a woman he had always fancied in his youth, Anya. Anya and Ivan lived a full and happy life together, and Ivan payed for Anya to finish a bachelor's degree in arctic ecology so that she could come on his research expeditions as a junior scientist. Life was good, and one day ivan and Anya decided to visit the United states for a holiday. The flight from their little town's airstrip was overbooked, so Ivan had to wait for another five days. Then, just as he was leaving for the plane, disaster struck. The aliens quickly demolished all dreams of flying anywhere. Ivan was determined to get to his wife, though. So, for three weeks, he prepared for a long voyage across the pack ice and into America, where he would eventually get to Wichita, their destination. Finally he set out on a journey, using sled dogs to carry himself and his supplies.

When he got to Wichita after a long, arduous journey (partly by boat and car, after he arrived in Alaska), his wife was nowhere to be found. He's been wandering the countryside ever since, wondering what to do with his life.

They governed themselves with elections, much like many of the surface nations. They had no parties though, and every candidate was essentially an independent, basing rule off of their own beliefs. While that resulted in a few horrible rulers, they never broke the tradition as they are very traditionalist.

As for behavior, most of them are basically humans from below. They dislike too much sunlight, so usually wear something to shade their eyes. As a whole they put emphasis on a humble spirit and beauty in appearance, as their religion teaches, as it isn't focused on a being that could be called a god. Of course, there are some that are either atheist or converted to a surface religion, so there are always exceptions. Laws are essentially the same, though murder and assault are always a death penalty, if they have any say in it of course. Otherwise, they are taught to be passive in nature, though of course, with exposure to human society, that is subject to rapid change.
