78 is the average IQ which means your little brother is above average.
That makes no sense really, 100 is, theoretically, the average IQ of the global population and they move it to keep it at 100 by the changing times. Hence there's the Flynn Effect, where it is said that current generation is smarter than the previous generation by 10 IQ points.
Of course, since this is talking about people, it would be difficult in figuring out if its actually true.
