What? During the Great War the Legion had near 100,000 men. The legion altogether needs at least 50,000 to keep the empire safe. And if you are attacking with hundreds of forsworn than 2000 legionaries make sense.

Just give Urgz arms and armour. Once he defeats the chieftain, he becomes chief. Urgz wants to be the chief of a powerful stronghold, not a smoking ruin.
