Pfft, you're letting the Thalmor into Skyrim. Especially by following the White-Gold Concordant, you're effectively obeying them.

Then explain why we just butchered them at Falkreath. Its apparent Stormcloaks know nothing of strategy. An attack on the Thalmor as this time is suicide. Ulfric wanted to do just that. He was stupid for it. The Empire needs to regain old provinces, consolidate its current ones, and regain more strength. Only then can the empire toppel the Aldmeri Dominion. I mean my character worships Talos, Tullius does as well, so does everyone else in the fucking empire. The concordat was a tactical move that needs to be used. Regaining strength can only be done in peace. Acting hastily will only bring the empire down and allow the Thalmor to take over all of Tamriel.

Okay. And what we Imperials mean by "Keeping the Thalmor out of Skyrim" We are saying that the Thalmor won't invade so long as the empire is there. Remove the empire and its free for the pickings.

More realistic. Windhelm has thousands, for example.
