I had a character that could shape shift in to animals, so at least to some extent, it is. Don't know the limits, though.

Using my own characters as examples here. Markus' healing factor manifested when he shoved Magenta out of the way of a oncoming vehicle and got hit himself (age 13), Magenta's powers manifesting at the same time (age. Goltia's powers manifested when her, Josh and Grace were attacked by a Terrvain Boar (age 11). Grace's manifested when she was being 'bullied' (read: ambushed in an alleyway outside of school) (age 11). Abigale's teleportation manifested when she was freaking out about a thesis (age 9 and it's worth noting that her intelligence was always there). And lastly, Josh's powers manifested while his home town was being bombarded from orbit by Avaloni Destroyers (age 12)

Cassie's kind of the same way. Way back when I first started her, my initial expectations with her was that she was going to be the loner at school with little to no friends, probably slowly being eaten away inside by her depression and traumatic memories (Which she still is to an extent), becoming even more and more distant, and her heading in a direction that would go who knows how. I'm not even sure she would have gone to a psychiatrist without the mental push from friends. But instead it turned out that Cassie would get a LOT of friends, even if she doesn't talk to most of them that often. She's got people that are protective of her all over the place, some quite close friends keeping her spirits and strengths up, and so on. Honestly, how things have turned out in her story might very easily have saved her life, because if it went the way I imagined, she'd probably slowly just get worse and worse until she couldn't handle it anymore. And that's saying something since she's still getting worse, in some ways, the way it's going right now...
And Cassie and Josh becoming as close as they have wasn't exactly planned, either (Despite the shipping), because for a long time, they barely even knew each other in the RP, except various passing's in school. And I'm pretty sure they have quite drastically different views on some things. But Cassie in general is too nice for her own good.

She lived in Atlanta up until the vampire invasion, when her family tried to flee to the Northern Georgia Mountains. They ended up with a group of local sheriff’s deputies and State Troopers when they decided to settle down. This lasted for about a week before the vampires caught on to their location and began attacking. It was during one of these attacks that Victoria’s powers manifested, resulting in the deaths of several vampires and the local police securing the area. After this incident, it was recorded on file that she was a super, but due to the fact that she wasn’t dealing with feds or the military, they never really tried to put her in any sort of program to test her powers.
After the vampire conflict was over, they tried to settle back in to normal life, but the growing hostility to supers spread to their area. Due to the fact of her powers being on record, the Academy of the Empowered sent her an acceptance letter, which prompted her parents to ship her off to Hartsfield-Jackson airport for a shuttle ride up.
