Considering that Gama is about killing zombies to cleanse infected areas I'm pretty sure that you're right on the kill option. Also considering Mon is one of the heads of the Prometheus Isles I feel you'd have to be let in by them if we were doing the idea of everyone joining one region.

Well the pilots themselves don't have an actual military ranking but their general commander is Alexandra.

I'm not sure. I avoided using military ranks so far, though. Mainly because it'd be hard to distinguish ranks with characters.
