Personality: Safe, kind, gentle, caring, cool thinking, rational-thinker
History: Steve was an office worker for the DVLA in Astholm; however, one night he walked home along a footpath by an industrial estate and stepped into a puddle, and slipped against a grassy bank, falling into the puddle, unfortunately it was tainted with an unknown substance - in any case, it gave him shapeshifting powers. He had shapeshifting powers, but seldom used them, knowing that they were subject to power perversion potential, and kept his life as an everyday Joe Public. Comes from a wealthyish family but lives on a council estate, drives an old 1988 Mazda 626 saloon that still runs now.
Powers:
Shapeshifting (5), Durability (4), Intelligence(3), Regeneration(6), Size shifting (5)

Shapeshifting [however, in his case, it is not an illusion, he actually takes on that person's form rather than it being an illusion, so it is probably useless to Perception Compulsion Immunity], intelligence [but he isn't a jerkass], Durability, size shifting [i.e. in age terms], regeneration.
Drawbacks: He can get depressed sometimes if he shapeshifts too little or too much; he cannot shapeshift into female form, only male form; takes a while for voice to change back afterward in shape-shifting and leaves voice with an odd twang. Cannot take on abilities - e.g. if he took on The Flash's form, he would not have super-speed etc. Regeneration is not the same as that of Doctor Who, though. Honor before reason can be a good or bad thing. Is a Big Eater [another tvtropes trope there] - good or bad depending on situation.
Other: He is doing this for his own reasons - i.e. 'not in this for your revolution' as on TVTropes. Also has Honor Before Reason trope applying to him.

Maybe there could be some sort of valuable/extremely powerful item somewhere in the city, so that a) there is a motive for the villains and b) the heroes have a reason to not go into random fights.

Take a word generally attributed to whatever affiliation you are, and combine it with a word generally affiliated with the type of government generally affiliated with your affiliation.
If evil, add "Doctor."

Appearance: Caucasian, around 6 ft, normal build
Personality: Nice, caring, kind, helpful, fairly short temper however
History: Nick grew up in a family of anti-villians, as his father was a superhero but he had died after a villian attack. The villians, not to soon after his father's death, killed his mother and badly wounded his older and younger brothers. He'd figured he had powers since his father was a superhero, and he found out about them when he was protecting his brothers (That's when he had a reflex to use them.)

Aging (5, P.S. let's just say he'll always be in the physical shape of an 18 year old )
Camoflauge (4, and I'm guessing he can control when he uses this?)
Energy Absorbtion (6)
Energy Blasts (8)
Flight (5)
Super Speed (5)
Fire Resistence (3)
Drawbacks: He has pretty bad sciliorosis or however you spell it (It's a common thing where your spine is curved) so this affects him sometimes (ex. Sometimes his back will hurt him so he can't run as fast or can't fly), he has asthma so he doesn't usually use super speed, he's pretty clutzy (falls/trips often) and he isn't trained as well and not nearly as experienced as others because of his age. He also isn't the best when fighting and is better when he has the advantage of a surprise attack.
