We won't know when the missiles are being fueled. We'll only know what the hell is going on after the missiles have launched, and it's significantly harder to shoot down a nuke than video games show.

And they can still launch a MIRV or an ICBM in their territory. Apart from the fact that they can also just take out the warheads and detonate them in suitcase-nuke style weaponry.

See, we need to do a preemptive strike.

This reminds me that the Russians lost a whole load of nukes while they were transporting and re-positioning their missiles.
