The goverment is actually leving a sizable garrison there which will make the goverment have a disadvantage and even if they do revolt the winning side will take controll again.

They can't get cheap rates in Spain or Italy. Those are sovereign nations. A Russian possession in Baja would be much less expensive to vacation at.
