1) 5% of the total populations of Liaoning and Jilin will be considered expatriate British civilians. I think this could be better handled if we found a city in Jilin or Liaoning to be ceded over to the British Empire as British territory to act as home for these new British civilians.
2) 25% percent of all mineral rights will be ceded over to the British Empire.
3) In order to keep Russia pacified, Liaoning and Jilin will become Imperial Japanese territory instead of Heilongjiang which I propose becomes Russian territory. Leaving Heilongjiang free from Russian, Japanese, or British control makes me wary.
