Hmm. If you take the south that agreement would work, but Northern Inner Manchuria is under the Russian thumb enough that the Empire would prefer Japan not become involved in the area.

Even though I left long ago, I like to check back in here for to see how far it's fallen.

In a thread of failworthy ideas, the thought of moving millions across that length of distance takes the prize. Anyone care to work out how much shipping capacity you're going to need to actually move that quantity of people over that sort of distance in any sort of reasonable timeframe? I'm going to stick my neck out and say it's probably more shipping than any one nation actually has.

Then, consider how you're actually going to get people ON the ships. Good luck keeping any faith with the local population when you start rounding them up never to be seen again, and have even more fun times actually convincing troops to round the people up and they're faced with masses of unarmed people fighting with sticks...

So basically the lands of Jilin and I want Liaoning to compensate for not taking Heilongjiang.

And I think we'll move the population in increments. Not all at once. And possibly across China once China is subdued via railroads.

Which works for me perfectly as long as you pay for their housing, food, medical needs, etc since they are going to be treated as expatriate British civilians.
