Hah. South Sakhalin has some coal mines, and off-shore oil which is sadly inaccessible in the current day, but it isn't worth Manchuria. If South Sakhalin were passed to Russian sovereignty the Tsar could consider material support in the form of raw iron and coal for the Japanese Empire, but any advances into current Russian areas of influence in Inner and Outer Manchuria would not bode well for Russo-Japanese relations.
